Go to your local MVD and pick up a study booklet for getting a driver’s licsence. It tells you everything you need to know about the rules of driving. As for the other stuff, I would take a car for a test drive straight to a mechanic and he can tell you if the car is in good shape.

First you need to take driving lessons. That will teach everything including traffic rules and traffic signs. It will not teach you how to maintain a car. Then you must pass a written and driving test and be issued a license to drive a car.
Next take a community education class on maintain a car.
Consumption of fuel depends on the car some are more efficient than other. A car that consumes motor oil brake fluid and radiator water are not in good working order.
You can not learn to drive a car by reading about it… It’s a hands on skill that you must learn by doing with a instructor!
